What is Amendment H?
A top-two primary election, like what is proposed in Amendment H, is only used in two states: California and Washington.
The two candidates with the top number of votes advance to the general election.
It is possible (likely) that two candidates from the same political party would win the primary and face off in the general election. This would mean some parties would never have a candidate in the general election.
A top-two system would basically make the primary election a "general election" so the cost of running for office would increase substantially making it nearly impossible for average people to run for office.
