What is Amendment H?

  • A top-two primary election, like what is proposed in Amendment H, is only used in two states: California and Washington.

  • The two candidates with the top number of votes advance to the general election.

  • It is possible (likely) that two candidates from the same political party would win the primary and face off in the general election. This would mean some parties would never have a candidate in the general election.

  • A top-two system would basically make the primary election a "general election" so the cost of running for office would increase substantially making it nearly impossible for average people to run for office.
